Intel has managed quite successfully to keep layoffs out of the media eye. Small layoffs that last for an extended period of time are happening under the radar. Despite that, I don't believe that the company's reputation has ever been this bad.

In this teetering economy, the market lives or dies by the daily utterances of Jerome Powell. That’s way bigger than anything happening at one fairly large but not gargantuan tech firm. That’s why it’s flying under the radar in the general financial press.
However, the closer one is to the Intel situation the more FUBAR the company appears. It’s definitely not well respected within the industry anymore. Layoffs are the least of the problems.
"WARN makes certain exceptions to the requirements when layoffs occur due to unforeseeable business circumstances, faltering companies, and natural disasters. "

Intel has earned its laughing stock status.

Intel is the laughing stock in tech.
Intel can keep the layoffs on the down low... but, the avalanche fall in earnings and stock price since the new CEO took over is easily destroying perception of the company.
Intel used to brag about having the #1 brand. This was before Eric Kim re-branding and the massive downfall in execution. Intel isn't in the top 10 any more.
Yep keep it under the WARN Act each month and you can keep it out of the media.
