Since you brought up Kanye many rappers do need a good hypeman in their entourage so I guess Hans does too.

He's the internal propaganda/relations person. His job is to tell positive spin.
It's his job. Hans is the CEO and face of the company. Andy is both the face of communications and a presenter of internal communications. By default, his job is to represent the company in a positive light, because if he came out saying: 'OMG THE STOCK PRICE DOWN, SERVICE BAD, HANS HAS NO MID-GAME STRATEGY' it would solve nothing and communicate nothing but toxicity.
