Surpluses in spite of staff shortages

It seems to me in engineering (not field) organizations, that each year surplus takes place even though there's a hiring freeze, people are leaving, and there's a staff shortage. So does ATT require these surpluses to take place despite the above?

Will there be another announcement on December 15th for craft like I've read so many times on this site? It's really difficult to fathom T can afford to lose craft employees since there is such a need for them in the growing sectors of the business that you's think T would just offer them opportunities to move into the areas where there is demand for technicians.

Staffing is based on nepotism, power points, job justifying projects and bu-t kissing. Once you figure that out you’ll see their value.

Staffing levels have nothing to do with workload. Once you get that, your question becomes moot

Yeah I’ve thought about this as well. Especially considering all of the aging poles. But the reality is the company is carrying a lot of debt.

90% of WFH positions can be outsourced.

They can backfill with contractors if they have to. Getting employees off payroll improves the profit number for that moment.

The company, as most companies, has the “do more with less” mindset. Also, more and more work is being automated so fewer employees are necessary. Just the way it is.
