From what I understand, there's a significant issue at Oracle regarding internal promotions and lateral career mobility. It appears that while many companies facilitate and even encourage employees to move to different roles or departments, Oracle's policies seem to create considerable obstacles. This situation is particularly challenging for highly skilled professionals, including those with strong technical or leadership abilities, who may find themselves stalled in their career progression due to difficult managers or internal politics. Their most viable path for advancement would be to transition to a new position within the company, but that option is reportedly quite restricted.

For years I tried to move out of a stagnant team in Database development, but it proved impossible. Even if you managed to find a potential new role, there was a secretive process where a manager from outside your direct reporting line could block the move. I’m convinced that happened to me—there was one manager in particular who made a practice of torpedoing anyone who didn’t agree with him.
Although my skills were fully up to date, including strong expertise in AI, the combination of my demographic and being stuck in an ineffective team put me squarely in the layoff bullseye.
@d0 I heard from a manager that it is such a hassle to recruit that they do not even bother if they do not have to. And even when they do they run the risk of being affected by a lay-off later if they have too much staff. I also got told that I can get a promotion, but unfortunately just in the form of a higher IC level with more responsibilities without actually getting higher pay. Amazing.
Part of the problem is the way Oracle runs - you can have a job posting, get applicants and then the headcount is withdrawn - it's a ton of effort to recruit the right members into your team and a massive frustration to be messed around like this - but it happens a lot more frequently than you would imagine.
And then we have promotions - it's no joke but we have submitted them in the past and by the time they proceed up the chain the process has changed and we have to start again.
I'm sure there are some managers who don't push for the appropriate recognition and promotions for their staff, but I can guarantee you that there are a lot more who the whole situation frustrates the he-l out of

Not true. Anyone can apply for any open position. I’m a manager, and I’ve managed transitions both into and out of my team.
Try in China. Alibaba refuses you to stay too long and basically rotates the entire organization like 3 times a year, and that includes managers.
