@zow - Declining the invitation would only be postponing the inevitable. They will get you the next day or the next. And yes, there is something they can do - they can cut off your access, or alternatively, fire you for cause for not being responsive to management's requests.

Simply decline the meeting invite.
Nothing they can do if they cant contact you.
