Why are there job postings for Cisco if they just had a layoff?

Day after the layoff announcement I had emails from Cisco recruiters. I mean, maybe wait a week?
At least they could have waited for the impacted people to leave first.
Yep common story.I have even seen impacted people in my group and then new people joining all doing the same role. Work that one out. Just makes me think the ELT are just talking cr-p.
Because the jobs are in areas where growth is needed. What's so hard to understand about that?
Here is the story for you from one of the sites in EU. About 5% of people were impacted, engineers, and they are still employed with the last day coming in a week or two. Few days ago, from a team that is in different org but on the same site, they distributed one big welcome message in Webex for a few engineers they just brought in. One of them came from Cisco in one of the Asian countries, but the rest were new to Cisco. One of my colleagues, also an engineer that was impacted saw that message and all the celebration reactions etc.
I'm still thinking about how my colleague must feel. A few of us were supposed to meet for some farewell drinks, but he cancelled after reading that welcome message.
To all those impacted, my advice is to not even bother wasting precious time interviewing for internal positions.
The job market is still relatively okay and with effort and perseverance you should be able to find another position within 2-4 months. Remember that time is of the essence and the longer you wait the more difficult it will become to find a position as more and more laid off IT professionals compete for those same positions.
I believe most of the internal job postings are fake. I have an impacted colleague who told me she passed all the interviews on multiple positions with flying colors but getting either the same "we decide not to go with you..." message or complete silence from both recruiters and hiring managers. And btw she's non-indian.
Just because a job is posted doesn't mean it has funding. I learned that from an honest Cisco recruiter that left in disgust for Workday.

So they could claim that they were moving people around to other internal positions even though all they did was make it look like we’ve applied for positions and were turned down for them. I had about 20 positions pop up and at the same time said I was no longer in consideration.
