Is it appropriate to go to Davos to hob nob with the global elites in the middle of poor execution and large layoffs? Why?
Yes it is an ego boost but arguable the ROI on it is suspect. You can grift for tax credits by picking up the phone and forego the $250,000 bill.
The optics look terrible at the least.
Arguably this kind of thing has higher ROI than anything Intel has done on the free market lately. Intel has tied its future to convincing western countries to pursue China-style industrial policy to prop up “champions” such as Intel. Hobnobbing with the people who have control over the public fisc in America and Europe is at the core of Intel’s strategy.
Why is Pat at Davos? Is he now a believer in WEF leader Klaus Schwab's world-wide Co---e dream that is eloquently paraphrased by the WEF that "You will own nothing and be happy!"

I know for sure that the SMG leader that wants every single trip by the plebes to be approved up through him, and advised us recently to not even ask for approval unless it was mission critical, attended and bragged about it on LinkedIn.
