I know Iive in a high cost of living area like new York and as a result I get much less of a merit % increase so those lesser paid folks in places like Des Moines can get more money even though they have better cash flow than I do.

Anyone choosing to live in NY or SF or LA or MSP deserves exactly what they get.
OP said "like New York", so it's probably SF. I feel for those in 000 area differential because they are getting scr*wed through no fault of their own. Basically frozen out of opportunities while those in CLT, DM, etc. are getting all the $$$.
We need to stop turning on each other and direct our anger at leadership. They want us infighting (stack ranking, etc. increase that) to distract from their wicked ways.

Sounds like a bad decision to me. Stay there though, we already have way too many New Yorkers move to my state. Wallow in your politicians.
WF bases its salaries on "cost to replace", not cost of living. If you leave, WF believes they can hire a suitable replacement at the base salary range (which is probably much higher than your salary if you've been at WF for several years and received 1-2% raises each year).
