I have not been LR'ed but was hoping they did. A friend of mine got LR'ed and he really wanted to continue working. We work for the same mgr and at the same grade level and about the same age and tenure. Do you think Cisco will accept if I tell them to LR me and give my spot to my teammate?

Don't even try that else you'll be put on a PIP and be on your out in 3 months without any severance package aka You'll be Fired.
They will never allow a swap. It would be an admission the process is random and just based on a discriminatory formula - it has to be the person they identified with the algorithms they developed with Mckinsey ***holes.

Someting like 4 years ago I know of an AM that took an LR off someone that had been told they would be LRd. They got a package and the original target interviewed for another job and got it. The originally targetted guy left in August for another roll in another company.

This was never going to be allowed. OK, I need to never say never but I have not seen this. If the OP really want this - he/she should have a frank talk to his/her boss as soon as the LR (by CEO) was announced. Then, they can possibly negotiate a way. The discussion would like "I have family/personal issue that I need a break, and can I volunteer? I will do a full transition and finish all my current work. I am leaving anyway,...

This is a nice gesture but you should let your friend know it is just best to cut bait and move on. Chances are they would be hit at sometime in the future as well.
I would gladly switch with someone who has been LR’d. My managers had been targeting me for a while……
God bless you for this thought either way. They should consider the "voluntary option" each round, helps to make it easier for the rest.
