Why not add more flexibility options

Why not have an option for 1,2 or 3 days a week and/or special meetings. More flexibility. To say 3 days a week across the board just does fit for everyone that has teams spread across country. Why not trust employees to choose a fit that is best for their circumstance. People have proven themselves for 3 years. Where is the benefit for the employe.

If your goal is purely to avoid severance, you you will see the most ambivalent, disconnected, underachieving, angry group. That can’t be the best plan for the company

Even enforced RTO will NOT drive attrition.

As OP states, people will simply check out. It's not difficult to do the bare minimum (or less) in such a way that you can't be called out for anything specific.

This game of chicken has only one conclusion: end/relax RTO, or embrace deep-seated cultural mediocrity that will take many years to undo.

You know how it is when you go to the DMV? Yep, that's how Wells will be in most areas.

Charlie's "self-selection" theory totally misses people like me: Old people who are just marking time until retirement. I can retire today, or I can stay here for another 10 years of easy money.

And there's a lot of others here just like me.

Kids today will quit at the drop of a hat, but us old farts have seen it all and absolutely nothing phases us. The only way to get rid of us is going to be a severance package.

IMO, annual 401K match, which robs employees of thousands per year, was the beginning of clear message that WF doesn't care about employees and wants them to leave. RTO is all about CRE and attrition. Charlie told investors on call that he expected MASS self-select (attrition) reduction in staff level. No one gives a cr-p about employees anymore.

Because that wouldn't drive attrition, and attrition is ALL that the NYC crowd cares about. They don't care about customers, regulators, or anything else. They just want to pressure people to leave.
