I am overloaded more than ever but my manager is still trying to add more work to my plate.
Why can't they realize that assigning more work to an already overloaded employee will not achieve anything except to motivate the person to leave as soon as possible?

Manager will never stop until you stop it because it make the managers more money. IBM is a zero sum game. They will take until you can't give and at that point, you are RAed. Push back early and often. Remember that IBM management is scared of its employees because everyone can get a better job outside.
My manager always ask me if I am overloaded, and if I am he is shifting work to other people. There are GOOD managers at IBM, but most suck unfortunately. But like someone said, it is the same everywhere.
Whenever I get in this situation, I do two things: Tell my manager that I'm overloaded and they need to prioritize what I should work on. 99.9% of the time, that's enough to solve the issues. I don't think this is an IBM-only problem.
Sometimes it could be that the manager is simply a bad sociopath. A completely useless and dangerous machine made of flesh, and mustn't be in any leading position now or in future.
People only need to realize this, and shape the society accordingly.
Maybe media could help out a bit more with that.

Manager are not made manager based on skill and capability - it is loyalty and exploitation based cartel who run IT services firms.
