They split it in half. Bottom half went to manufacturing.

TD is the reason Intel is in so much trouble. If they didn’t mess up 10, 7 and have such an inflexible DR, such bad PDKs that drove so many steppings Intel wouldn’t be where it as.

The whole silicon team from TD to manufacturing is history
