Can we volunteer to take the severance or do they just let people go and give them the severance. I feel like this will be an absolute shitshow and probably best to get paid to leave.

If we were "allowed" to volunteer for severance there would not be anyone left working here. So of course the company is NOT looking for volunteers to GTFO, there's a line at the door of people wanting out!
It's a lot cheaper for them to get you too quit then severance.
The company chooses who ever they want to let go, for whatever reasons they want them out.
There's a long line at the door of people wanting to be severanced out, but the company is not picking those people.
Believe me, I know so many people that want to GTFO of here, but want the severance to help them as they go out the door.
Even now, the company is self serving, all about themselves. They will choose whoever they choose to get let go. Someone wanting to be let go does not sway this company. They will use you to death until they don't need you any longer, then you'll be discarded.
Last minor restructure we did they sent out voluntary forms for a severance. Don't think they are doing that now though.
