Managers are sent constant reminders to start it now. The periods are set
I used to launch it only after good news. Easy to manipulate this checkbox item

May be your manger got a bad rating in previous pulse. He/she wants to get a better rating now?

they want to check if employees are not happy or angry now.
80% of managers are i dio Ts. They have big ego and will never change their opinions, ratings or illusions in their brain.
@b5 well this pulse is right after layoffs so they're gonna get slammed there either way
I noticed the bigger overall Cisco survey always gets sent before merit rewards are announced. They know they'd get slammed if they sent it right after people get shorted on increases.
your manager decides on the date. eg my team was going to launch last week but a few people were on PTO so it's launching next week instead.
It's one per quarter. One could be launched on the last day of Qn and another on the first day of Qn+1
