More debt, more layoffs, more heads buried in sand

If that is the only criteria had there ever been a good year at verizon?
Why more debt, due to additional borrowing, to help with building out the vision to augmenting a strategic plan? What other reason(s) would there be to increase borrowing?
Additional borrowing:
stock repurchase - this is bullish for the corporation and stock price?
pay for the quarterly dividend - this is NOT bullish for the stock price?
