I had applied but then withdrew my application since the pay was lower than I anticipated, however after second though I'd like to be considered again but the opening has closed. Am I SOL?

Depends on where they are at in the overall process.
No downside to asking the recruiter if you can get back into the candidate pool.
Did you make it past the automated screening and get the recruiter interview email/text?
Regardless, never hurts to ask the recruiter.
