If I don’t elect the Cobra coverage, will I receive the money that I would have paid toward my regular medical coverage in my lump sum?

So I am not totally sure might want that ask HR or VSP hotline, but we can elect or reject coverage every year right, so money is getting taken out of our pay to pay our portion of the premium, to me if we don't elect cobra then that $ that normally comes out of our check would be ours. But again I am not fully.
