Has anyone that has left voluntarily or via WFR in Sales or Presales been held to a Non Compete or Key employee agreement( KEA) when looking at going to a competitor or partner? Thought there was one but can't seem to find that now.

The cards are loaded in Dells favour with non-compete deals... they would break it if it suited them in a heart beat.
Non-competes are unenforceable in most states. Non disclosure agreements are still binding.
You never EVER want to disclose where you're going to Dell. I've seen managers submarine employees who were leaving out of retaliation or spite. Yes, Dell managers are that bad. And HR is nowhere to be found.
Don't disclose where you're going in your written notice. If verbally asked it's okay to say "I've had three offers and I haven't accepted one as I'm still considering the details." Simple and you've kept it confidential to yourself.
@OP non-competes are not really enforceable anymore. That being said, it only matters if you are going to a competitor and will cover your exact same accounts that you had here for 6 months per the non-compete. Lots of loop holes.
