Are band promotions happening in Consulting this cycle? For band 6,7 and 8. How does the outlook and budget looks like?

Consulting organizations thru out the world are on hard times. Too many organizations are chasing too few engagements thus rates have dropped to rock bottom. Even IBM consulting and its separate strategy of hybrid enterprise AI has been impacted and the ratings agency’s have labeled IBM consulting the weak sister

The crash can't come soon enough.
There is very few, if any, promotion this year. Not enough money, times are hard for IB>
There is just enough money to pay for the bonus of the slimy Indian at the top.
