Agree with you. But you statement sounds academic for me with respect to Cisco 😊. In Cisco, there are executives who are not fired even after failing to provide the value. There are product managers in BU, who’s product been ki---d due to lack of performance, instead of layoff he is been promoted to director. There are engineers who only play politics survived multiple layoffs when other high performing engineers in his/her team asked to leave. It is not straight forward in Cisco anymore.

The simple reality is that company leadership, and the business strategy that they pursue, matters.

Anyone that's been at Cisco for more than a few months realizes that Cisco's current leadership is simply trying to delay the business's decline. All of the Oprah interviews, celebrations of CEO employment longevity, BLM donations, etc. aside, it all comes down to whether customers see value in what Cisco is trying to sell to them. Given the lack of growth, it's clear that customers no longer see Cisco as delivering unique value that demands a premium price.

For some employees, that could still lead to an acceptable employment situation - good for them. For other employees who are looking for a personal growth path, it's time to look somewhere else for a job. This ultimately comes down to a personal choice as to what you want for yourself and your family.
