those two options are just rearranging deck chairs on the Titanic... show me a strategy that has any kind of meaningful odds of happening and then your survey may be worth considering.

Layoffs are needed to cut the flab.
Layoffs are much better. Intel is punishing competent, hard working employees for the impact of the lazy incompetent employees. The good will leave and the lazy will stay. Intel should keep in mind where their competitors are building fabs and hiring in each location. It will be more dificult for employees when Intel is the only tech employer in their proximity.
I wouldn't mind the paycut if they gave us literally any incentive e.g. extra vacation, back pay, stock, etc.
Meanwhile I watch a load of engineering coasters let the cash continue to flow in.
Honestly, I'd rather risk myself being selected for the chance to actually cut the fat at Intel

I agree it doesn't matter. There will be all of the above, and that won't stop one of the biggest downfalls of all time.

Layoffs for low performers
There is absolutely NO GUARANTEE that these pay cuts will help to stop, contain, prevent, or avoid more layoffs. The issue is my poor management and poor prioritization. Everyone from middle to ELT management should be fired!
