The expectation is based on the assumption that everyone is efficient, which clearly isn't true.
But when the expectation failed or delayed, no punishment is happening, so efficient people just enter next cycle, with more servere situation.

Instead of 1 hr/Day now intel employees have to work 2 hrs/day? Not bad deal still.

The point is, there's always more that you can do.
Intel has been increasingly requiring people to do more with less for several years now. They will push you to the breaking point, just like the bucket analogy. I let them do that to me and it burned me out. Recovery from that took a couple of years, don't let them do that to you.
