I know that it is a pretty good bet that interns will get return offers under normal circumstances. I was just wondering how often return offers were given out during ACT or other periods of layoffs? Did they cut back on them a ton or was it fairly normal, or did it differ by team so much there is no sweeping statement that can be made. Thanks for any info

Talk to your manager each team has its own budget
Interns and new hires are cheap, depending on performance and reputation as always but I think most teams are fighting for people so likely if it went well they do not want to lose good candidates especially ones they have just trained up and can instantly contribute.
Even if the direct division can't hire, they will give them a fast track to get employed elsewhere in Intel, but if this is you, you should consider all options before commiting, you may be leaving money on the table coming back to Intel.
