Since I am below they current lowest point in the new wage band, will I be brought up to the new minimum or prorated into my percentage increases?

as others have said - there is no automatic raise.
if you are a rated high, it gives your manager the flexibility to give you a bigger raise to get you to the low point or beyond.
just like the bell curve for forced rankings, the min/midpoint/max salaries cause a bell curve effect on raises - someone rated high who is close to the max, will likely get a lesser raise than the person rated the same who is at the min.
I was below bottom of TSR, boss liked me, have good work record, good performance appraisals. Moved me to mid band of TSR. Felt like I hit the lottery!
You’ll get bumped to the bottom of the band. This should also tell you that you are way underpaid. You should look for opportunities outside the company.
No one is automatically brought up to midpoint, ever. Ignore that noise.
You’ll get a raise to lift you to the minimum plus your annual base salary increase. I don’t know which will get calculated or applied first, but let us know how that goes. When my range took a huge leap, it was an out of cycle increase.
If your boss likes you, you can expect to be moved to mid-level of the new TSR. That's how at&t rolls. I think you are about to get rich quick!

The increase to minimum and your raise are viewed separately.
Depending on the changes in TSR, EOY ratings and where you sit in that TSR are all factors in your raise.
Employees on the low end of the “new” TSR will get larger % raises. The better your rating the larger the raise . This is on top of the “increase to minimum “ raise.
That is because you and your friend were rated as "under performs". Make sense?

Not even remotely true. Last year I performed well and only got 2.5%. I was at lowest in pay band. Coworker who was also lowest only got 4%. Not sure where you get this information.

You betcha. Your manager will be required to bring your wages up to the midpoint of the TAR for your position. You are in for a hefty raise!
Are the new wage bands live?
Your raise will bring you to the new minimum but that’s it you will not get brought to the new minimum and then get a raise. Speaking from experience.
Try having a conversation with your manager rather than asking such a question on a public forum.
