Does a state help if you are a victim of layoffs by retraining in jobs that are in high demand?

It depends on the state. Your best bet would be to look into local community colleges .

A lot of the time you may have to go through your county rather than the state for that type of support and training. I know it's available through my county, but of course, every state is different no doubt!

Get proactive and take advantage of T education and certification opportunities before being affected by a layoff.
I’m sure that would be different for each State. Check out at your local dept of labor and unemployment office resources. AT&T may also offer resources.
