It is doing this, the company says, by "reducing compensation and rewards programs for employees and executives." According to the website Neowin, this includes at least a 5% pay cut companywide, suspension of bonuses, and a reduction in its 401(k) match.

However, a company's employees are among its most vital resources. If you treat them right, you'll get the most out of them. Unfortunately, decreasing operating expenses this way might look good on the quarterly report, but it can poison a workplace culture and affect future output.

Someone has opined in one of these threads they went for cutting everyone's pay vs. firing people because they had no idea who was working and who wasn't which seems to fit the bill. It will be interesting to see what happens if payroll ends up having to be cut by 50% rather than 5% (not such a remote possibility).

imho it is a very large miscalculation to cut pay across the board and not take a deeper cut of hc.

The reasoning, supported by public comments, is that the CEO believes the new strategy of attacking $TSMC directly is how Intel will win. Also, inherent to the decision is that there is a presumption that the remaining workers will continue to be productive. I think both the strategy and the productive assumption are wrong.

Of course only time will tell, but as an exec and investor my experience guides me and maybe I'll be wrong (35 - 40% of all executive decisions are wrong). In the meantime, every employee of Intel has to judge from themselves if they believe the new mission (why else would you stay?). Every investor is faced with having to judge the stock and with the dividend cut, they won't be getting any carry on the trade to wait and see.

Intel has too much personnel redundancy. Unlike spare parts, they create friction in the work place, especially in a time like this. Intel needs to cut quickly, not letting things drag out, letting people fight out among themselves. Otherwise, you will see more baseball bats in the coming period of time.
