Why lower grade not getting RSU explained

Intel has around 100m outstanding shares to grant in the form of RSU read in proxy if remember correctly. The higher stock price, the lower stock share number grant. Now stock dropped 50% since last year meaning rate of running out of allocate share pool is 50% faster as employees will get more shares. They decided to move RSU grant to may since stock jumped above 30 and better time to grant and manage share numbers. Intel requested an additional 150m for shareholders to approve which is pending. Long story short g5 and below not getting because there is not enough shares to give. This is my analysis

More like there's more financial risk in holding Intel stock than people understand, company is insulating those who can least afford it. Many people lost tons on stock held for years hoping it will only go up from mid $50s where there were serious signs to dump it as soon as possible.

G5 and below should be the ones getting the RSUs since those above g5 are making a lot more in salary anyway. It's just like USA, 1% are at the top and 99% are much lower then the top 1%. Rich only get richer while they watch the poor do all the hard detailed long hour work.
