They didn’t miss anything. They don’t care.
Nothing like being in the business of providing service over fiber but stopping installation projects, hard to have growth and produce more revenue. Most fiber cuts don't have the ROI that legacy had so need more customers to make up the difference.
Projects require spending money. The goal is to not spend money. If your "project" was not already in a cold shutdown state, it will be soon.
This will no monger be a problem many have to worry about.

The default is to not replace under this policy
If they were replaced my experience is it’s an internal replacement and it takes them years to be a competent member of the team but NEVER achieve replacement level
The work just gets dumped on the other team members.

Other than not seeing foreign employee count is going up
if projects stop the company will have save millions of dollars. Projects never turn out the way they were intended.

Just about everyone at T is replaceable. This is a fact in most workplaces. There might be a small blip on the radar if some employees leave, but the impact wil be minimal. Within 90 days all functions will glbe covered.
