Wireline Engineering has a ton of staff all over the country in random places. I’m wondering if they are trying to say they are customer facing/operational to stay were they are? If anyone should have to move to Dallas, it should be them. However, I have a feeling they will figure out a way to get out of the mandate to move.

Some people still don’t see the forest from the trees. It’s not about whether you can WFH successfully, or do your job in not-a-hub-timbucktoo. The policy is intended to disrupt the workforce so that thousands of people leave. This is what they want. Another genius plan!
A better question is, why are national staff required to RTO? There is zero point of commuting to an office when no one on my team will be there. Most people are not in a position to relocate, either. No one I work with is anywhere near one of the hubs.
The company's literal function is to keep people connected, so I don't buy this "working in person is more efficient" BS for 1 second. Come on T, you can do better.

Wireline can easily be outsourced to India at great savings. They did it to TDM switches and the same can happen to you and your peers.
Yes, if you are not directly supporting a Market/Customer Facing role you will be required to be in Dallas or Atlanta (better be Dallas to be safe).
It will be surprising if VPs/AVPs are able to get exceptions like that approved for national teams. With how disgruntled employees currently are, everyone is going to be closely monitoring what other teams are doing. Any exceptions will cause employees to cry foul.
VPs trying to lie for their out of region people saying their jobs are critical OR it’s ok for them to be in an engineering hub when really there’s no reason for them to be.
Our VP 5th is trying to convince 6th on who should be allowed to work virtual. It pays to be the VP’s friends/favorites.
It doesn't sound like it'll matter if you're an individual contributor at level 1 or 2, so long as you're in one of the hubs. If you have direct reports, or are level 3+, they want you where your team is. If your team is scattered everywhere then they want you in Dallas.
You won’t “have to”. But if on a national team and want to keep the job, you can choose to move.
