Many times in ranking sessions I have seen a Sponsored High Flier that performed poorly described as “we did not provide sufficient challenges for him/her”. A bottom quintile that did better than high flier described as “did not do outstanding work to set himself apart from others”. High flier remains 80+ and the bottom quintile worker that actually outperformed stays at 10+. Politics and sponsorship prevail.

On a relative basis yes. On an absolute basis not as often. You aren’t thinking about the rules of the system. If you are the slowest runner the bear will eat you.
In 2020, yes. Neither was doing the work expected of them. In one case, they were only doing work they liked and weren’t doing much work otherwise.
I was basically retired-in-place for 6 years before my pipping last year.
So yes - I know of one.

@rfo, except it’s not actually a meritocracy. Its apparent my immediate supervisor does not understand what I do, ergo they don’t understand what my peers do. It’s a pageant during PDS season and if you’re perceived as high performing, cool with stretching the truth to promote yourself, or just have an ego big enough to believe that you’re so much better than your peers, you do well. If you want to do your actual work to the best of your abilities, you’ll be told that it’s just your base work and doesn’t count towards your performance (wtf?).
Meritocracy here is a joke.
I know several that did not deserve the PIP. Many are getting hired back as Contractors.
If PIPs were justified, these people would not be hired back as Contractors.
This just proves that good workers were PIPd.
For the 2019 cycle yes. These folks were coasting or weren't impacting in meaningful ways. Beyond that...no, we're just reducing headcount
@rav; yeah if you do a good job and don't BS and ki$$ A$$, you are skrewed regardless of your goo performance. That's been my experience and those of others in the same unfortunate boat.
On the other hand, you can rise to leadership ranks, if you can BS with the best of them without working too hard!

Yes I do, several. It's interesting - almost everyone wants meritocracy, aka reward based on level of performance. But no one wants to be the worst performer. Shocking!
Just a couple, but neither deserved it. Just introverted and very hard working. Some employees just want to work and go home, not mingle with others.
