Potential 29/30/31 are fairly irrelevant unless you are already close to that in CL and have some time left in your career. 34 means your division manager stewards your career, which gives you a decent shot at hitting 29-32. 36 and up means you can generally do no wrong until you hit CL28 or so.

My supervisor told me my potential and it wasn’t bad but I asked how he came up with that number and he said he had no idea. Very reassuring.

Some supervisors will tell you your potential if you ask. However, sometimes the number they give will seem like it isn’t mathematically possible to reach with the time you have left.

It’s your potential CL. It’s listed in the system and only available to your manager and up-line management. It can change every year during potential setting period in the career development framework.
