I don't think it was "stolen"
IBM had the IP when they paid GF $1e9 to take over the foundry.
GF can't monetize the IP with their own machines.
Intel and Rapidus might be able to make money with this IP.
GF wants royalties off this IP because they believe they own it as a part of IBM's foundry take over.

OP must be trying to short INTC.

Intel can't even perform when it's given technology from others.
Remember when Apple gave them the RTL from the Q 5G modems?
They still couldn't deliver, as always.
