double dipping —- Same numbers are used in different areas and attributed to different projects to get funding so teams can work on what they want.

Look at some business cases for tech dev fees. Exec don’t have time to understand that money already claimed through one channel
Is being used as a reason to get tech dev funding. Then money gets approved, paid to Accenture with a middle man org in the middle and no one checks that what was paid for actually was delivered. Execs only go by slides and always check with the people who will / do lie. Never the people really using the system. If only the company wasn’t so level conscience and political more people could talk and we could get to resolving real issues and make it a win win for all — employees, customers and shareholders.
