Attrition has slowed down. Indicates to me that most people can’t make more money at other companies. So why all the complaining?

OP is correct. If your skills have atrophied to the point you can’t get a different job and leave who is to blame? I say it is you for being complacent. Never stop learning.
If you have less than 10 years of experience working for this company then you’re certainly underpaid and will easily get flooded with higher offers at better companies. As for those with 10+ years of experience, their skills have been heavily eroded working for this terrible company and therefore can’t easily get better offers than what Exxon is paying them since most of them lake entrepreneurship skills.
Wait and see a few more weeks. Many folks will be surprised they are on the NI bucket. I would be seriously nervous if I end up on that bucket.
Wait until the NSI/NI list is published in June 2023 to promote that attrition is lower.
The HC10 countries expect to take another 20% reduction in headcount this year while we continue to hire in lower cost cities like Bangaluru, Kuala Lumpur, Prague, Budapest, Buenos Aires, Curitiba, ... etc. and continue outsourcing to lower cost third party managed service providers (MSP's) around the world.
It appears that what you call "attrition" is nothing more than an implied layoff in higher cost (HC10) countries.
Self serving manager OP. The reality is that most folks that can retire have. Other younger folks see it for what is worth and have left. The folks with 10 plus years are struggling with starting over. Get over your pompous arrogant self. Can’t wait until you are in those shoes.

Good question which has no definitive answer. All I know is that losers will lose and whiners will whine. Giving a voice to losers/whiners is a good thing.
