I know a person who is really a big slacker and NSI, but also a person for whom I do not understand at all how he ended up in NSI because he is a very good employee. So a person who doesn't like his job at all and a person who works hard are literally made equal. How often does this happen? Do you know a lot of people who are placed in NSI unfairly?

I have never been through a PDS cycle where something like this did not happen.
Look guys, after so many years of this shitshow it is clear that Exxon is a sh---y place to work. Management will keep laying off people for no reason. We made 50 billions last year and 11 this year. This shouldn't be happening.
When everyone in your team is high caliber, someone who is doing his or her job could end up on NSI
There is a lack of integrity in the management. People are what makes this company, not the system.
I know of two people who should have never been hired. One was hired because of a spouse. The other was was brought by an exec when company was doing massive hiring a few years ago. It seemed no one verify credentials, reputation or work history. Cronyism prevails. Both were incompetents toxic people that would not have survived ranking without others who protect them or doing their work. Sad thing was that good people were let go instead. Performance assessment and hiring process is completely broken and lacking in integrity. Just like this company.
It is not about how hard you work or your contributions. It is about how much the rankers like you.
Play the game. No one is your friend, get close to your rank pool candidates, know their contributions and make yourself better. It goes a long way.
Visibility is key.
If it is not for you, move on.

I too know several good workers who’ve suffered the same fate. This is not uncommon!
The system is messed up. Forced ranking means what you describe is guaranteed to happen. Take your current work group and rank them. Meet the distribution. Understand now why no one likes the system?
Right, this is what happens when you set the “improvement” % up front - good people get mistreated.
I know plenty of hard working, high caliber people that were NSIed.
I would never happen in this company, that would mean there is a lack of integrity in the system.
