If Intel had any interest in their employees, they wouldn't have destroyed morale the way they did. They cut pay, bonuses, incentives, recognitions, retirement contributions, promotions and raises in exchange for what basically boils down to an IOU to be paid out once a year for 3 years. And of course, Pat cut his own salary from $350K to $270K. Not sure how he'll survive in California now that he's left with a mere $179,000,000 in stock.
I honestly can't see why anyone with an advanced degree and a modicum of self-respect would stay after that....
It would be better to have a no response associated to your wwid than your actual opinion. They probably associate poor morale with poor performance aka - if you aren't on the layoff list now you will be shortly. If you are on the layoff list tell them whatever you want they don't care any way.

These surveys are used to gauge legal risk of headcount reductions.
To newbies out there you know speaking to HR is never in your best interest, right? They have zero care for your well being, and only seek to legally empower corporations.
