I remember when China and India was a dual strategy. Globalization Centers East and West they were called.
But then something happened, maybe around 2008 or so, when China was dropped like a hot stone. All our engineering shifted slowly to India. I used to have Chinese engineers, but all their work was transitioned. Globalization Center East wasn’t mentioned again.
The rumours were that we were leaking IP like a sieve. In that country, you could never be sure that a number of employees weren’t actually “working” with other entities on a different set of goals.

It absolutely makes sense to relocate the headquarters from San Jose to Bengaluru.

Can I remotely work from San Jose? Wait ... that is not possible with an Indian salary.

Not just Collab, but whole other teams in Dalian, China, please!

Cisco is a US company. China is such a xxxxx country for the US. We all know that.
Then why in the world do we even have the China offices? Why have we hired them?

India is OK, but why China?
