Are there any reasons only smart tac engineers got laid-off while incompetent ones stayed? Can someone pls explain to me the logic behind this?

Reason is short term cost cutting control without any responsibility and vision for the future . But Allright we will make the number this quarter. So the ELT bonus get paid, who cares for the worker bees

The reason you are confused is because you naively believe that the corporate world is a meritocracy where a hard day's honest work is rewarded and the company will always have your best interests at heart.
In short, you have been so thoroughly brainwashed by The Matrix you are 100% blissfully unaware that The Matrix exists even though it is right before your very eyes.

Working at Cisco, with the exception of senior management, makes you not smart by default.
