Is Engagement Pulse Survey Mandatory?

As you're all aware, there is a quarterly Engagement Pulse survey via Team Space we are asked to answer 12 questions. I had answered and submitted each quarter as asked by my manager. As it's supposed to be anonymous, I answered each question honestly (my answers were all "negative" because my manager is very so biased and partial, he is not really managing the team. He is rather treating us just as his assistant because he is so incompetent and incapable and inexperienced in every way, but he is our manager just because he's been at Cisco for 24 years since he graduated from a college, yet he can be a team manager because it's Cisco, you know what I'm saying...)

I never failed to submit Pulse Survey each quarter, but since he never ever changes his style despite the result of Engagement Pulse survey, being so biased and partial, incompetent, incapable, I realize it's just doesn't make sense to me. How and whatsoever I answered to each question and submitted, he will just be himself, not improving anything.

So this time, I decided not to submit the Engagement Pulse Survey. But is it mandatory?

Since it's supposed to be anonymous and the number of minimum responses needs to be three people to get him the result of the survey, if I won't submit, he won't get a result anyway.

Yet, is it mandatory?

Do you guys all answer and submit anyway?

They can always find out who gave the feedback. Some of these links are unique to each user, depending on the company and tracking implementation.

Could you guys compare the link in the email and let me know if they are unique to each employee or common.
You also need to log into Cisco domain to answer the questions. They can always track you.

Your manager is just playing the Cisco "game". He or she has to submit one every quarter. They have to encourage their team to complete it.

It doesn't really matter whether or not you score it good or bad, but whether or not enough people on the team complete it. The manager gets pressure from above if not enough participation occurs. Managers aren't completely stupid, they can tell who is or who isn't doing the surveys fairly accurately. Do NOT complete the text fields where you are asked for comments and just indicate whether you agree or disagree with each statement and move on. It only takes a min to complete.

I don't see how, based on the questions I get in my survey, that your answers would tell your manager what they need to do to change to make you happy unless you're putting stuff in the comments.

The questions are mainly about whether you agree with the company's vision, etc. and are too vague to really be of use. Why rock the boat? If you score it high, and everyone in your team and the larger BU score it high, then the bonus budget for the BU is higher and everyone wins. If everyone is pi----g and moaning like you are, then the BU looks bad, and bonus buckets are smaller and no one gets any money. You're working against yourself.

As others have said, if it's that bad, look for another job internally and move laterally to another team and hopefully a better manager.

Personally, I'd think that a person who's managed to stay at Cisco for 24 yrs must know how to manage at Cisco. Note that I didn't say that made them a good manager, just that they know how the system works AT Cisco. How long have you been here? It doesn't sound like it's been very long if you're asking this question.

They aren’t anonymous. If you write something bad enough they open an employee relations case.

Mandatory for management to send out quarterly, not mandatory for individual contributors to respond. Results are aggregated so individual responses are not visible. The only potentially identifiable info would be written responses solely based on manager's ability to discern writing style and content of the author.

As a manager I do appreciate constructive feedback and try to make adjustments when I can.

The real question is, if you feel he's so inexperienced after 24 years with the company; why are you yourself choosing to be part of the team.

You are just wasting your own career path by not taking charge of your own decisions and growth; by working in an organization under leadership that you do not respect or look for their guidance.

I am not saying that your management may indeed be inept; I am just saying that you yourself then become part of the overall mediocrity and mundane existence, simply by choosing to be part of the team.

Take charge of your own career instead of wallowing in the same thing day in, day out.

What is the worse thing that happens? You take a chance, take a new external position; and it doesn't work out? You can always come back.

It is ironic: leave on your own accord, can apply to come back. But if one stays, absorbs the complacency, but is eventually LR'd; the chances of coming back are lower than if you left on your own accord.

There is a new Cisco ER plan actually in place. It is essentially ER while still working. People stop caring, stop developing, but stay here. All they are really doing foremost is collecting a paycheck, and not pushing themselves to develop, because there is no benefit to push.

Not mandatory, just do what I do, mark everything good . In my 30 year career I've only had one boss that I liked. Usually the ones that make management are the ones that want to control and dominate. hint hint, they can find out who posts what if they so desire.
