Was there ever a more vacuous phrase? This is how our illustrious "leadership" avoids any responsibility or accountability for their frequent and costly missteps. They are like some shady junta in a benighted banana Republic. Whenever the "leadership team" speaks it hides behind this vacuous phrase so you can't ever assign blame to the shadowy figures behind the curtain. Cowards do that. Leaders don't.
