This is the grand management scam plan forever and ever and ever:
"Centralize, Decentralize. Centralize, Decentralise. Centralize, Decentralize."
Rinse and repeat as necessary.
The problem is really basic 'telecom' management 101 and how T-Mobile beat VZ's backside black and blue by first learning, then understanding, then eliminating 'customer pain points'.
Right now there is a management team that is bringing a product that the customer does not need while avoiding the current needs of the customer and over-charging when compared to similar products and services available.

Regions/Areas is just a bad idea. Let's try to address Diego and Krista's failures by adding duplication and waste. I've been here long enough to see the full swing from Regions to Areas to Centralized and now back to Areas. Centralized was better. Every Area VP looking out for themselves, I need everything done my way because the other VP's don't know what they're doing. It was a nightmare.
