Can anyone confirm how people are chosen for these WFR’s??? And at what level are these decisions being made? Senior Directors claiming they didn’t know??? Can anyone in position share?

the director is given guidance on how many to let go, it is usually given in terms of "you need to cut this much $ out of your budget". It depends on who goes, first line managers do give input - they certainly know who is going and who is staying. In the last round, they wanted higher paid people to go, regardless of how good they are. We had people quit after the list went in and they would not let us swap them out with people on the list...they are trying to get the headcount down, especially in sales related roles. They only people that will get hired at Dell are people in the college hire programs. If you found a great candidate on the street, even at a cheap rate, they won't ever hire them. Look for Clara the AI demon to take over a lot of jobs in the future. How many people enjoy chatting with AI voice apps when they call for support/help with anything?? like your bank, your cable provider etc. Dell is going to be like BestBuy or RadioShack.

It is 100% based OTE within your pay grade. I can confirm that if you are in the 90% percentile of and S9, you will be one of the first added to the list. The selection has little, if any consideration on performance. It's all about how they can find someone cheaper to do the same job. These are facts

VPs/Directors makes the list, primarily based on cost since a year back.
Your direct manager have very little to say (if any).

I think it's a ratio of salary, age, and performance.

Being on the layoff list that HR keeps to get rid of mal-contents.

Not needing an organization anymore, it is easier to just cut that organization from the greater company.

Not accepting a position with the new company when a division is sold to another company.

Your salary is too high.

Your performance is too low.

You don't get along with your co-workers.

There are numerous reasons that you are separated from the company and a planned layoff is the the most expedient method they have.
