No one documents anything, people like write garbage code with no instructions and the same work is being done over and over again by different teams.

Clearly you are new to FordIT. The only way to get funding is to go tell everyone how you can solve XYZ problem, that to this point has been impossible, and all you need is a couple teams and a few years and all will be well. Ford IT rewards building lots of things, not necessarily the smart thing
