Poorly Planned and Executed

No question, in good old days, Cisco has loaded way too many people. Some of them are incompetent plus some lack of work ethics. If management can get rid off these people, others' morale will be actually boosted.

However, this seems NOT what happens.

Main problem is that would also eliminate more than half of management. You think they want that? Probably not.

You obviously don't know how large a group you are talking about nor do you realize what percentage of that very management is part of that group.

You'd also have to hire replacements, and much of the work is fixing 40 years of legacy code which was ruined long before there were "tribes," which means you aren't going to attract the best and the brightest to do this work. If any of this isn't already known and obvious to you you are by definition part of that large group Cisco needs to "get rid off[sic]."
