Is the severance take it or leave it? Is the severance package be negotiable?
Severance policies (bargained for and management) do not "vary"; they are available for anyone to view at HR One Stop.
Severance is laid out in the SPD published in January 2023.

It's been 35 days and I still have not received my severance
They do vary by state though, some have different laws that affect how many months you get or when you go off of payroll.
