How big was the cut in IT? And was this a continuation of phase 2, a new phase 3, or are they simply a never-ending “DevOps of layoffs”?

IT is now in India. Any time you ask for something, you'll see 40 people copied....mostly green badges with no one to watch their SLA and their managers with a don't care attitude. Especially Intel Cloud Services response is totally out of whack. No idea how they are going to open services to public use and expect $1B in 2 years. Ridiculous!

Yeah, Intel's IT and Support is pretty slow and usually worthless. They constantly point you to technical articles that are often out dated. They take several days to respond to simple questions. Getting a ticket to the right group is very hard due to lack of transparency and can cost days or weeks. Other manufacturing companies I've worked at will respond within the hour, at the worst several hours. How can you expect mission critical services to wait so long for support? The cloud division is even worse and consistently points you to Microsoft consultants, because they don't know how to manage the platform they picked. May as well cut out Intel IT and put a direct line to their 3rd party software vendors.

Intel needs to cut 20,000+ heads minimum. All the low hanging fruit layoffs have been completed.

From here on out it gets very messy and political.. Everyone claims they are already cut to the core.

The support organization will certainly take additional big blows. IT for example, is highly inefficient compared to TSMC. Many heads will have to be let go.
