Rumor has it Sunil is going to outsource large parts of the cyber security org to a 3rd party for cost cutting measures.
I wonder how regulators feel about it?

Wouldn't be surprised by this rumor at all, given the hiring track record thus far and his seeming to not believe any in his org that he didn't replace with his own people.
Let's look at the brighter side. If something blows up, we can just blame it on the 3rd party. It's called "transfer of risk".
I know first hand that Sunil thinks that when developers write code with vulnerabilities that it is info sec’s responsibility to hand on keyboard remediate vulnerable code (yes I’m saying he thinks security should edit the code base) and push it into production.
We’ve explained so many times that this isn’t realistic. However, he keeps pushing it.
I don’t know why he was hired.
Can someone comment on —if the CISO has had a successful past at Visa or not ?
I am a bit bewildered by some of his micromanaging of security issues and not being able to grasp the issues at hand
I don’t have a problem if competent people are hired at a lower cost.
Unfortunately in this area, I don’t see that…which is the problem ….besides the security issue,

Meh, how hard is it to analyze some logs, determine something isn't right and call the cloud provider to fix it?
Sure, it will take 5x as long because nobody will be comfortable deciding that it's an issue to be acted on, but it's still not that hard.
He is ramping up what is already been happening in slow quantities. Many US teams under the CISOs org have been interviewing outsourced Indian contractors for a while. This is to fulfill positions that were previously held by United States personnel less than 30 days ago... Thus the cost cutting.
At the same time his inner circle and himself do not understand the technology projects that they are managing nor onboarding. Many Frontline managers and engineers spend weeks if not months explaining over and over again everything that goes into taking something from point A to point B.
Just wait until him and his inner circle decides to lay everyone on the front lines off because chat GPT can do the same thing, all he has to do is ask.

In his arrogance, what he doesn't realize is that much larger forces are at play. He will be looking for the exits very soon and well before the end of the year.
regulators don't care how it gets done only that it gets done.
Regulators don't give a sh/it about whatever stupid scheme we come up with. What are they going to do, another slap on the wrist? If they cared they would have broken us up like 10 scandals ago.
Everything that can be outsourced will be, except the blood su-king do nothing overpaid executives, of course.
