Simply, ask you union representatives. Every state has its own terms and conditions. Move, ask for a job transfer.

I'll tell you why you can't get a real answer.
You lacked the skill or intelligence, or both, to take control of your career. Because of this deficiency you submitted to a union.
The union did what unions do. Now you want to know why you got bent over.
No one, except maybe, the negotiators. Maybe the NE and NJ negotiators had prettier mouths, maybe they got lubed up quicker. It doesn't matter. You gave up control long ago.
No one cares.
Take it up with your union. Why ask here? Your union negotiates what you get.
They spent all their budget on the sausages and peppers for parties.
The stories of old were the only person to help the union in NYC was the mayors of ages past that couldn’t have wall street shut down.
