Has anyone tried negotiating their severance for additional time? Say if you received notice while already on an approved medical, parental, or disability leave and asked for your severance to start after that leave period?

Take some time to read about severance in the benefits book which is online.
Your severance will not start until after your approved severance, per the guidelines.

What I meant is your severance won't start until AFTER your approved leave ends. This is in the guidelines, you can still take leave if approved prior to notice period OR if you were on leave and laid off, you can finish leave and then get severance. You can also take parental leave if taken on or during notice period and finish that and then get severance.
But no, you cannot negotiate severance terms outside of the guidelines. That would open up too much litigation. Everyone treated the same...
the correct answer is in this thread - if you are on an approved leave, the displacement notice period doesn't start until you return from leave. so you return, are put on notice period, then receive severence

Call HR….be prepared to hold at least an hour to speak to someone in India that will place you on hold for another 20 minutes only to come back and give you the wrong information or they will transfer you to somewhere else where you get to hold for at least another 30 minutes only to be told to call back where you originally called. Please note, this second person will offer no solution at all, nor will they off to transfer you back. Based on a True story!

Calling HR is a complete joke. They won't know the answer assuming you can get through all their blocks.
The time to negotiate your severance is at the time of hire.
Why not just place a call to HR and ask them this question?
