You can if they open a new position just for you and make you apply and close. That way they justify it wasn't a promotion but applied for new position and were qualified. It's for B5 to B4 , corp title change in technology is tenure based eligibility, AVP to VP. Even if you have M/M you are eligible. Have seen multiple times happen.

Yeah... a snowballs chance in heck. IF you're very well connected with SLT, they would make that M/M be E/E and you'd get promoted. If you're getting a M/M no matter how hard you work. you're not well connected with SLT.
You will probably make more moving up and out -while looking internally also look externally.

SVP (Band 4) at B of A make less than VP’s at small bank. I make $200k plus for base alone at a small bank as a VP. When I applied at B of A, recruiter told me I should apply for Executive Band 3 roles. Crazy are the salaries that low at Bank of America?

You have to be a Band 5 VP (also a Manager I) before you can move up to a Band 4 VP (often called a Manager II)
